Roofing contractor faces $467,000 in proposed penalties

The Department of Labor has cited roofing contractor Luis Alberto-Reyna Avila of 3 Guys Home Improvement Inc., Wilkes-Barre, Pa., for exposing workers to dangerous falls and workplace hazards, according to the Occupational Safety and Health Administration. The contractor is not an NRCA member.

OSHA initiated an inspection of 3 Guys Home Improvement in September 2024 at a Lackawanna County worksite after receiving an imminent danger complaint alleging worker exposure to fall hazards.

OSHA cited the company for two willful violations for lack of fall protection and failure to ensure the use of personal protection equipment and 10 serious violations for improper labeling on flammable containers, working near energized power circuits and improper use of ladders. The company faces $467,000 in proposed penalties.

Because of the operator’s history of violations, the company has been added to OSHA’s Severe Violators Enforcement Program.
